Organized Retail Theft: A Primer

I couldn't believe it! On Sept. 28, 2010, the U.S. House of Representatives passed the "Organized Retail Theft Investigation and Prosecution Act of 2010" (H.R. 5932) by unanimous consent! And, this historic event occurred on the eve of the break in session for our representatives to tend to election campaigning duties. What a significant boost for honest consumers and retailers and what a potential impact on "boosters," who have been making money illegally at the expense of others.
