Despite economists' recent declarations that the recession ended, retailers aren't clamoring to spend more money than they have to. That said, many retailers haven't completely ignored resetting their front ends; they're just doing it "on the cheap" by rearranging, rather than ripping and replacing. I recently spoke with an enabler of such redecorating efforts for some insight.
